La grande majorité des changements dans les listes concernant les marchandises ont été apportés au titre des "procédures de 1980". Dans le cadre de ces procédures, tous les Membres de l'OMC ont la possibilité d'examiner les changements proposés et de les approuver s'il n'y a pas d'objection de la part des autres Membres.
